Transitional ballistics. The barrel oscillates. Part of the gases exit the barrel before the bullet, creating shock waves. The gases that leave the barrel after the bullet do the same, only on a bigger scale. Part of the propellant didn't burn, gets into contact with oxygen, burns. This accelerates the bullet even after it left the muzzle. All this creates tumbling.
But this evens itself out after a couple of dozen meters and is not to be confused with gyroscopic precession which is inherent to all bullets all along the flight path and may look to the layman just like tumbling.
