Spend time in Japan for a couple of years. They are a deeply conservative and traditional culture. In many ways Japan is still liveing in the 1950s society. Men are supposed to be business men and wear suits all the time everywhere. Women are supposed to be shy and polite and dream of being housewives. There are a 1000 other things too, but its really odd.
I think its because the Japanese do not challenge each other. Their culture is based around avoiding conflict with one another and so if you are the superior then you simply get your way. The older generation sets the tone.
I've simply never met a Japanese person who ever made waves. Maybe they exist, but they probably marry westerns and leave or work in unconventional jobs to avoid the general society.
