It was part of the US Army Camo replacement fiasco from a couple years ago. Since it wasn't adopted by the US, Guy Cramer sold the rights to the Mexicans who use it now. He made a civvy version that was less optimized for IR devices also.

NV stuff hasn't always been as prolific as it is now. 30 years ago, the average dude owning a camcorder with an IR light on the top would've been outrageous. Nowdays, NVG's are available on ebay as surplus.
