It was never meant to be a real fighter or even a mockup of one. It's a propaganda piece meant to convince the lowest common denominator in Iran that their military is just as advanced as the US'. Iran as a bunch of these things that they only trot around for parades and photo ops while they stick with their old American, Russian, and reverse-engineered copies of the aforementioned two's tech for actual military use.
