You're not thinking strategically. Nuking a city means removing all chance of using that city later. It means putting out a flag that says "shit's gone south" for the world to see. It means making an even bigger logistics nightmare going around the city and avoiding radiation in the future. It means billions of dollars to fix later. A nuke is a last resort, period. There are other ways of dealing with a captured city.
Since it's home turf the army knows and has blueprints of every power line, water way, road, subway, literally every means to get things into and out of the city. Cut off the power, cut off the water, prevent goods from moving in, and let them starve. Having a clusterfuck of logistics is still infinitely better than no logistics, and after a few months white flags will fly.
