Idk man, maybe a frangible round might be alright. But .223 is still a rifle round, and that could potentially be dangerous because of over penetration.
If you live in a rural area, go for it, if you live in an urban area, I'd use a shotgun, they're cheap, more powerful, and the variety of ammo is superior, and you could always use birdshot instead if you're super worried about over penetration, though I'd rather use something like #4 buck myself, it's a nice middle ground.

I understand it's difficult to wrap your mind around this fact so let me present a small explanation.
9mm: larger, heavier mass, traveling at a slower velocity so when it hits resistance (wood, insulation, drywall) it's more likely to remain intact and stable thus it travels through "soft" barriers father.
.223/5.56: smaller bullet, much higher velocity, when it hits resistance out dumps its energy much faster and the bullet will fragment and tumble thus ending its ballistic adventure sooner.
Think about a piece of wet clay, if you punch it with a lot of force the energy will quickly dissipate and you will only leave a small impression in the clay. But if you put your fist on the clay and slowly push you'll drive your fist right through it, same principle.

Hold onto your ass because I have a few. Loads are only half the battle if you want the full "what the fuck have I done" special.
You either load a hot and heavy round or a 22-250 to near dangerous levels. A 22-250 hot load you can expect to move in a normal barrel at 3800fps is the best choice.
Expect to pay a lot of money for the second part, the custom barrel. Fun isn't free, and dangerous fun is generally expensive.
You're going to need a barrel with either a less than 1/1 twist rate. You can find some psycho to give you one with a 1/5mm twist rate for the full effect.
Put those 2 together, and you have the Ito special (sanity not guranteed). I beseech you not to look into the barrel ever for reasons. The barrel length should be at least 20 inches.
What you're looking for is the bullet RPS to be of an obscene rate that you can send flechettes down the barrel without a care in the world, but you're not doing that because fuck that. You're sending a god damn spiral down range.
Assuming that you've put it all together and actually fired it, the end result is a round you can hear screaming down range like a fucking wiffleball which is overbearingly loud compared to the sound of the shot.

The spiral cancels out the non spiraled human and sublimates them into the abyss. If it penetrates, the first hard object it hits will cause the round to disintegrate and fling shrapnel in a spiral faster than the round velocity. If it doesn't fragment, it does the same thing.
The round can ricochet on non penetration at a speed faster than its peak velocity out of the barrel.
If fired in a HD situation, your walls, the target, and everything in front of your barrel will look exactly like a cougar attack. Everything will be mauled and full of shrapnel.
The police will have PTSD and you may be burned at the stake. Satisfaction guranteed.

The load you will use is whatever you want. The only difference is that you're loading 2 bullets in tandem into your cartridge.

I had thought about this too Heather. Overpenetration is a real concern with using 556 as an HD round. Varmint bullets would work pretty spectacularly I think. Easily enough power to get inside the ribcage, then the bullet basically grenades itself in the vitals. I shot a hog with a 58g VMAX from a 243 and it utterly fucked its shit up.
