It's not illegal. You'd have to register a 14.5" AR as an SBR. Once that gets approved, you are well within your rights to own it. There's also an easy workaround where you pin a muzzle device to the barrel that, technically, brings it to 16". My carbine is a 14.5" mid-length with a pinned A2 FH.

I've had 14.5" and 16" guns, but they aren't really my thing, but every 20" I've handled felt "correct" for me.
I know the cheek-weld isn't ideal for most, but I've handled an AR with a carry-handle mounted ACOG (2x model) and it was perfect for me.
