Empty chamber indicator, chamber flag, chamber indicator, something along those lines is what they are called by various organizations.

You stick the long skinny end into the chamber and barrel of the rifle and the bolt carrier group (on an AR-15) presses against the back part. What you are left with is a bit of bright plastic hanging out of the mostly closed bolt.

This shows the weapon is unloaded. You use them for transport and storage, especially in places like a military where perhaps dozens or hundreds of rifles packed by god knows who are being put onto trains or trucks for long distance transport, allowing the logistics officials the peace of mind that there isn't a loaded rifle somewhere in the mix.

Cartridges include their bullets.
Bullets are the concerning part.
