Some would argue that a battle rifle doesn't even have to be self-loading, but typically, when people talk battle rifles, they mean a semi-auto or select-fire rifle in a full sized cartridge, regardless of if it takes detachable mags or has a high capacity.

With that definition, the Garand, SVT-40, Hakim and G41 were all battle rifles.

The 7.62x39mm, or the concept of it, was something that people had wanted to develop for some time, but was held back due to Stalin, who was all "Buh muh stoppan powah!", and it wasn't until late in the war that he gave in and were willing to allow trials for rifles that weren't in 7.62x54mmR, probably because even that idiot faggot would realize the importance of bridging the gap between the service rifle and the subgun, and how tremendously useful this is for city fighting.

Of course he probably had to see the SKS to understand that the 7.62x39mm is actually fully capable of wrecking someone's shit at the distances people actually fight at, and that the drop in range and power were very worthwhile trade-offs for low recoil and higher capacity, allowing easy follow-up shots and easy rapid fire.

A good Soviet unit is one that can lay a good volume of fire, which makes 30 rounds of 7.62x39 in a somewhat controllable select fire platform much better than 20 rounds of rifle caliber with a full auto function that's difficult to control.

Add this to the fact that infantry in post war Soviet doctrine is secondary (tanks and artillery being the main forces), and you have your answer.

Actually, the SVD was designed as a battle rifle, its early name (Dragunov's Semi-automatic Rifle) shows it, but when it was presented to Soviet Army officials, they found the idea stupid, so Dragunov offered his project to the officials as a DMR, and then it was adopted in Red Army service.

TL;DR no use in Soviet infantry doctrine, ordnance planners found the idea retarded.
