It does not override state law, it extends state law. Overriding would be if one county in the state said "that law is bullshit, ignore it."
It is absolutely unenforceable, as far as anyone can tell it is only used as an accessory crime. Even then AFAIK nobody has been brought up on charges part of the AWB that has a leg to stand on to say the ban is BS. One case of homerule AWB went to consideration of hearing with the SCOTUS but was kicked down because States didn't pay attention to precident and SCOTUS didn't want to repeat themselves.
The AWB in Cook County is almost a non issue. It is just annoying because retailers can deny the sale, most do, and you could get fucked if you have legal issues and it is discovered you have a semi-auto in county lines. An example would be a child custody hearing and one party says that the other has an AR-15, the gun owner gets fucked.
