The PASAM is a Brazilian gun. Stands for "Pistola automática e semi-automática Mauser", or automatic/semiautomatic Mauser pistol in Portuguese.
And no, civilians can't get full giggle guns, but I think that 7.63 semiauto Mauser pistols are allowed.

Pretty much. It never took off mostly because it was too fucking expensive, and not particularly robust. Don't be mistaken its a high quality, reliable rifle, but not really rough enough for anything outside of specialized Tactical units in the German police.
Plus why would any military want to spend that much fucking money on rifles and destroy them out in the shit.
It's a great collectible though if you've got about 40 grand.
