don't know the laws in florida, but as a commifornian, when I bought my ar, the lower receiver is what is considered the firearm. I can have a completed upper shipped to my door no problem, but if I want to buy a stripped lower, I have to go to a gunshop that has an FFL. That means if I want to buy a cheap lower, I either have to buy the cheapest one they have at the lgs that is marked up to hell, or I would have to have it shipped to the gunshop, have them charge me up the ass to receive it, and then pay a shitload in dros and doj bullshit.
