You do realize "tier one" just means a special mission unit, right? As a label it is completely meaningless beyond describing organization, it does not correlate with quality.

There could be a Mexican Special Mission Unit whose mission is to secure all the fucking taquerias so that terrorists can't steal all the gorditas, and their TOE could a dirty pick up truck, .22 revolver that sometimes falls apart, and some boat oars.

But they're an SMU, and thus "tier one".

Organized crime is largely decentralized. It's a form of business organization. Their "danger" is dependent on the individual boss's temperament, methods, and business ends. They're only dangerous to the degree that they consider you a threat to their money and stability.

It has to do with how important that asset is to the mission of the command.

For JSOC, for example, ACE/CAG, DEVGRU, ISA etc. are "tier 1", while 75RR and 160SOAR are "tier 2".

It's not a ranking system for how bad ass a SMU is.

Saying a Mexican unit is "tier 1" is meaningless, especially if the mission of the specific Mexican COCOM is to defend taco trucks/stands, and their overall budget is Mexican "tier". For them, the unit I described would be "tier 1", and Miguel's cousin who is "good with cars" is "tier 2" because he supports the Mexican Taco Operations Command.

The GAFE are "tier 1" in the sense that they are the most important component of their command to their mission, just as the hypothetical Taco Defense Special Mission Unit in my example would be "tier 1" within the organization of the Mexico Taco Operations Command.

In terms of non-state actors, the answer is most definitely Mexican cartels. They have a reach that extends from the Americas to Africa, Asia and Europe. They have financial resources that put many governments to shame, and are on par with the largest multinational corporations. They can field relatively large private armies in the areas they control, and they control assassins and underworld figures that cross many national and ethnic boundaries.

There is a generally accepted definition of "tier 1", meaning a rigorous selection, extensive training, and mission capabilities in a similar vein to SAS, DEVGRU, GIGN, JTF2, etc.
