Depends on the boat. Typically if one goes into dry dock, it's gonna be there for a few years. Can thank the snail shit slow pace of contractors and the system in general for that one. Hot racking is common but only really something junior sailors/unqualified guys do. Depends how many racks are available. Some boats will forgo torpedo storage for rack space.

They do their own thing. We had three Intel guys in my class and I never see them in training. I'll bump into them in the chow hall sometimes and they say they make lots of powerpoints.

My favorite time was in the NG Airborne Ranger Infantry 425th and 143rd. We flew around the states and conducted operations no other team would enjoy.
