From experience on deployments, both just on foot in the cold and in vehicles in the cold and in dust storms...
I definitely prefer eyes only balaclava, hands down. You can pull it down so your face is exposed, if needed. But MORE IMPORTANTLY, you can pull it up to cover your mouth and nose, if needed. And if you're wearing a balaclava, you WILL need to cover your mouth and nose.
Plus you can turn an eyes only balaclava into a beanie, a headband, a neck gaiter, or a facemask. I actually hate three hole balaclavas I think they're really wasting a lot of potential.

Bought myself one of those back in January. I wasn't expectig much, but it's surprisingly warm and easy to breathe in when the face cover is pulled up. Also, it's not as baggy and loose as the images make out and, unless you're planning on pulling the hood into a sphincter, the cords can be pulled out. Or tucked away.
