What I could see happening is a lot of equipment getting turned over to the NG commands. NGs can be used for LE if called up by their own governor. You can bet your ass that POTUS is going to put ungodly pressure on the governors to have a mass call up. States that don't comply get a reduction in Fed funding.
There'll be significant amounts of desertions/no shows at the NG armories. This will be fixed by lowering standards and aggressive recruiting. This will have the effect of turning the NG into a modern version of the SA, the Brownshirts. You'll know it's happened when recruits are indoc'd and trained locally instead of going to one of the BCT locations.
