The tech gap now is larger than it it was during the cold war, since Russian tech didn't move a hair during the 90's.
Even the fancy new stuff is not all that good and extremely limited in numbers. Having the "best" (which they mostly aren't) weapons means nothing if you can't field enough of them to make a difference.
That's a lesson the Soviets taught the Nazis in 1943, and completely forgot now.
