The gen 3 is slippery when wet.
The gen 4 has a dual captive recoil spring that makes it feel nicer to shoot.
The gen 4 has a nicer magazine release.
The gen 4 is not as slippery when wet.
The gen 4 comes with 3 mags, don't know about gen 3.
That's pretty much the biggest differences.

the price difference between a new 3 and a new 4 is roughly 50 bucks
the 4 comes with 3 mags while the gen 3 comes with 2
glock mags cost 25
so really the price difference is 25 bucks which is nothing

You forgot:
Gen 3 has the updated dual RSA
Gen 3 has a stronger frame
Gen 3 has greater aftermarket (why else buy a glock?)
Gen 3 is $50 cheaper
Gen 4 is $50 more expensive
So unless you're down to pay $50 for a glock mag, the Gen 3 has always been the superior choice

I've owned half a dozen Glocks (gen3 and 4), 2 came with issues but I have never gotten brass in the face ever.
Let my uncle shoot my gen3 Glock, immediately gets brass in the face.
