Im working on the waivers for the meetup and will be sending it out soon. Please bring a signed copy with you to the check in table. Ill be riding to the event with my mom and aunt. They will be helping with the setup, registration and security. The important thing to remember is that any guns brought to the meet will be given to a safety officer for storage. My aunt and her state police boyfriend will be providing this service as all as being range officers.

When you want to shoot, just come to the security booth and check out the gun. An range officer wil escort you to the firing line.
Please keep 3 seconds between shots. No rapid fire.

It's actually 2 seconds when i shot there, and the rule is mostly there becuase of noise complaints from people who moved in and built houses near by and across the hill. Sure, there's also safety factor to prevent retards from mag dumping and shooting everything up, but they do allow rimfire rapid fire on the tincan range and they usually don't care if you occasionally double tap.

I consider this unlikely, given that a range full of people has shots being fired way more often than one every two seconds. That rule is also prevalent at indoor ranges, which are outside of residential areas and have soundproofing that makes the shots barely audible more than few tens of yards away.
I consider it more likely that it is due to self-important, holier-than-thou faggots who think "everybody is unsafe 'cept for me" (then sometimes turn around and tell you that 5.56 will blow a deer in half)

Of course a more reasonable argument is "We have to cater to the lowest common denominator", but frankly, that strikes me as laziness and/or not enough RO's at the range. Most folks can tell the difference between someone who is controlling his rapid fire and the truly unsafe people who spray all over the place. It is not too hard for the RO to instruct the latter to slow down if they don't want to get kicked out. In fact, I'm willing to bet that customers would alert the shooter and/or the RO to any issues regarding safety. I know that's what I would do.

Then perhaps there could be issues regarding insurance, or other monetary concerns (e.g. hiring enough RO's). In my limited experience, I have not found any correlation between how well a range is doing economically, how much the cost is, or how many RO's they have per lane, and how tight their rules are. I would expect that those ranges with lax rules would have higher costs, and would either be worse off or charge more, but I haven't observed this.

I'm sure every range's situation is different, and I know jack shit about what goes on behind the scenes, but these are my observations. Anyone who wants to actually practice their shooting skills for any kind of timed competition won't get away with the "occasional double-tap", so I think ranges get a competitive edge when they allow rapid fire, and should seriously consider allowing it.

There are ranges in the area that allows it. Sunnyvale for instance allows it as long as you don't mag dump and they have events like action pistol or 3 gun or cowboy or whatever. Los Altos has none of that to my knowledge and it doesn't cater to that crowd anyway.

Yes, perhaps there are other factors that contribute to the rules, but the noise issue is what one of the ROs at los altos specifically told me when we had a chat since apparently he had nothing to do as noon else at the range. They don't want the range to constantly sound like machine gun gunfire apparently and they are very serious about the shotgun barrel length and velocity (as does sunnyvale, as their shotgun area is not enclosed like centerfire or rimfire range). It seems that most of the out door ranges in the bay area have been threatened in regards to noise (guys at sunnyvale told me of some issues they've had and coyote point has those dumb portholes you have to shoot through), and when that fails, antis try to get the ranges via the environmental route (like how they got pacific rod and gun and chabot)

In door ranges have other considerations as well; the volume that the ventilation system can handle, inexperienced people damaging wall/ceiling/target holder, certain back stop designs not being able to withstand being struck in quick succession, etc.

I actually don't mind the 3 second cool down rule. We've been doing a lot of mag-dumps at the panoche meets and it would be nice to spend some time on actual precision shooting. In fact I still need to sight in my AR properly.
