Never happen. Carter only got the third Seawolf because he was actually a damn fine bubblehead/zoomie engineer. He had a very big hand working under Rickover in early naval reactor design, as well as design of the experimental liquid sodium plant in the SSN-575 Seawolf. With the Chalk River cleanup, he contributed significantly to the understanding and implementation of reactor safety design, redundancy and operations, as well as incident handling, which would later serve him well in responding to the Three Mile Island incident. The man was a legit nuke engineering pioneer.

I think Carter was a brilliant man, and I love and agree with almost all his thinking in many areas. However, he was perhaps very much the wrong leader for that time. It is also important to remember that much of the foundation for his unpopularity was, as is the case with many presidents, due to the policies and messes of his predecessors come to fruition. Was he a perfect or even a great president? Not by any means. But he did receive far more than his fair share of approbation, both from contemporaries and historians.

I would disagree with the idea that he "rose to the level of his incompetence", and point out that while he was not the best leader for the basket of bollocks he was left, he was better than a good half of US presidents in the 20th century. Fairer to say he rose to the level of his mediocrity.
