Decocked with no safety IMO. You are able to immediately draw and fire for self defense. You don't have to worry about fumbling or missing the safety as your IQ plummets and your fine muscle control goes out the window.
For normal carry, a pistol should be properly holstered, which prevents possible ND anyway, and the DA is much heavier than striker fired which people also have no problems carrying.

Having the same debate with my usp9. Perhaps I have manlets hands but I find it hard to deactivate the safety as I'm drawing (a la a 1911). I have to deactivate the safety before I holster draw. Alternatively I can just keep it chambered in DA.

There is no situation in which carrying cocked and locked with a DA/SA gun is appropriate.
Good DA/SA guns are either auto decock on safe (M9 series) or decock only.
IMO the only reason to have a manual safety on a gun is if it SA only or the decocker is the safety like an M9.
