If you consider the last 100 years, certainly it's not a good resume.
Even during the XIX century they did not achieve much if not thanks to strategic allegiances with both France and Prussia which joined the wars against the Austrians, giving the opportunity for Italy to gain indipendence.
Before the unification of the nation italy had a similar situation to that of Germany pre-1878 where countless of really small states, or even provinces fought each others incessantly, and often they did with the best equipment manufactured at the time and led by some of the most influential warlords and capable captains of the era.
No regional powers really prevailed until XVIII century and that's probably one of the reason why Italy has been performing so poorly in most of the recent warfares.
Of course, shit officers, incompetent commanders and poor industrialization due to lack of resources are among the principal causes but there's more.
One cause being poor cohesion from people who came from regions largerly different not only culturally but also having different degrees of development and different launguage, as in WW1, where many soldiers could not even understand each others properly.
To this day, i can assure you that the topic that concerns the disparity between the nothern regions of the country (with a development comparable to that of France and Germany) and the southern ones is still very argued and problematic.
Anyway, italian infantry was still praised during WW2 by many german commanders, reinforcing the fact that the real issue of Italian army lies
