There isn't one because there isn't really a demand for it. There is no pressing military demand for a clip loading feature in th modern age. There isn't a huge civilian demand because people are used to mags. There is only a very small, basically inconsequential among of people who want a new rifle that takes clips.

This may surprise you, but Norinco did actually make a 5.56 SKS. Only about 400 were imported, and the occasional one that shows up goes for ridiculous prices.
Apparently barrel harmonics killed it. After a shot or two, you'd be all over the place. But I'd still love to have one.

Because the AR was the first rifle to use 5.56, and it didn't need clips. Mags are better. Why would they go backwards technologically?

Manufacturing a gun is very difficult. I think your best bet would be modifying an existing gun. Even then most simply wouldn't work, they don't have the top loading capability you need. My suggestion would be a VZ 58 in 5.56
