Those are clearly bullet holes. My guess is .50 bmg rounds that grazed/bounced off the side of the helmet, but ripped the cover in the process.

Prior to MOLLE, everything was button-on. All gear like vests, belts, etc were covered in burn holes like that helmet cover, and the pouches all had buttons on the reverse side. He should really have a few mag pouches buttoned to his helmet, or at least a grenade or two
