Also, if you're in city limits and not in the county I'm sure there's about a dozen permits you're gonna need to set up a legal indoor firing range.
You typically cannot discharge a firearm within city limits in most areas.
Exceptions would be designated gun ranges, or in legal self-defense situations.

I used to do this with .38's but I'd just melt some paraffin wax on a cookie sheet and when it was cooling I'd press the case into it twice or three times. I read about it in an old Shooters Bible my dad gave me. It works pretty well on squirrels and stray cats as well if you don't want to kill them.

also you're failing to realize the most critical part of an indoor range, which is the air filtration. That's by far the most expensive and important part.

If it's legal, you'll want to use lead-free ammo with non-toxic primers. Most modern primers have lead styphnate in them.. See if you can get some frangible ammo, which will help with the backstop.

If it's illegal to shoot a gun outside of your home where you are, then it's illegal to shoot a gun inside your home. Exceptions are legally recognized as just that: exceptions.
That's not to say that people don't do it, but in 99% of situations, when someone gets it in their head to set up a .22lr range in their basement or in their garage, they don't have an adequate back stop, they don't understand the importance of ventilation, and/or they don't have nearly enough sound insulation.

You probably have a city ordinance against discharging a firearm within city limits. If you are in an unincorporated area you could probably just set up targets outside. However some county's have ordinances against discharging a firearm if you are close to other houses. You may also have county noise ordinances.
