When fighting a moving target should you be moving also to decrease hit probability or standing still to increase your hit probability? I suppose this also changes as a function of their weapon, your weapon, range and angle of depression/elevation from a target.

Use the most basic of basic tactics. A friend shoots while he's still and you move, then you stay still and shoot while he moves.
Combat: not a single-player game.

Move to advantageous position. If this includes some sort of covering fire, the hit probability is less important than the move.
Once in an advantageous position, stop and try to increase hit probability.
Accuracy is difficult to maintain when moving.
Moving is hard to maintain accuracy on.
If you want to hit something, stop moving.
If you want to not be hit, move.
