Get a Swiss K-31, Mosin Crate sells them from time to time around $400 to $500. Yes ammo is expensive but if you reload it's cheap or you could get a new barrel installed and have it shoot .308. Nothing is smoother or lighter than a straight pull bolt

Also, I can't recommend strongly enough checking her length of pull. My wife is only 1" shorter than me, but her length of pull (distance from trigger to end of stock) is 2" shorter. Mossberg's Bantam and Super Bantam series are usually great fits, but the fit and finish is rough. Nicer guns need to be cut down, however, it makes all the difference in the world when it comes to how she can hold the gun. A gun that's too long is impossible to hold properly, and generates excessive felt recoil, making even a 9mm carbine unpleasant.

Lever-action 357 Magnum would be my recommendation. Its performance is closer to a 30-30 while keeping things nice and light. Recoil isn't bad and you get a lot of velocity from an 18" barrel. Working the lever is also physically less straining than a pump-action and a more natural action than cycling a bolt-action. Note that most bolt-actions will be cocked when the handle is lifted. Some are cocked further back in the cycle or when locking the bolt. Those will be easier for her to cycle. You might also consider a straight-pull, which only need front/back motions and can easily be worked with whichever hand is stronger.
In terms of calibers, something similar to x39 is decent. That'll give you something similar to 30-30 ballistics. A .357 Magnum out of an 18"+ barrel gives you about 90% of a 30-30's performance with ammunition that's much shorter and a far larger magazine capacity. If nothing else, the magazine can be downloaded and keep that weight closer to the shooter (making the gun feel lighter).

Any youth model of Ruger, Savage, or Tikka should have a shorter, slightly adjustable length of pull.
The .243 or 7mm-08 are both lighter recoiling than a .308 but should be fine for any cxp-2 game. Elk might be pushing it for .243 unless you're a good shot.
