By what metric? It can take on and has downed F-16s. It is at the very least capable of taking down a large amount of current, in-service aircraft across the world.

any SAM can be effective if it's part of a layered defense system. A lone SA-2 battery would be shit against a modern air force. But several SA-2 batteries intermingled with other more modern SAMs just adds to the layers of defense. If a country has them, no reason not to use them. If that's all they have, they might be in trouble though.
