You'll be able to make it functional again, but to import it no, you can't.

In theory there are ways to legally transport a tank with a working cannon internationally, but as just some anon, you won't be able to do it. ITAR regulations are bitch to deal with even for major corporations.
You'll have to render the gun inert in order to transport it. Once it's here, you could always fix it up again after paying for a Destructive Device tax stamp. But you'll have a hell of a time getting shells for it, so you might as well not bother.

Even if you have a FEL the importation of destructive devices (just like automatic weapons) is illegal. The most you can do with a FEL is purchase a tank with a working canon that's already in the U.S. You can purchase a tank from the Czech Republic, of course, but they will weld the breech shut and drill through the barrel at several strategic places to make the gun irreversibly inoperable to satisfy U.S. import law.

No, they pretty much irreversibly fuck up the entire barrel, the breech, and just in general make it inoperable.
It should be fine cosmetically, but it won't be operable unless you plan to replace a lot of the parts.

Here's the plan OP. You buy the tank then take an angle grinder and chop off the entire breech. Now you have a just a pipe essentially with some holes in it so it can't build up pressure. But that's not a problem for you. You take a Barrett Model 82A1 and stick that bad boy down that pipe, as far in as it will go. You align its trajectory to the tank barrel and fit it in place. Now you have... a weird vehicle.

If the barrel has been drilled, it could be way more than that. Patching the holes wouldn't hold up to the pressures of the original ammunition, so you might need to commission a wholly new barrel. You'd have a hard time even finding an independent machine shop with the tools to work on that scale.
I'd recommend you just half-ass the repairs and turn the cannon into a large breech-loading blackpowder gun firing solid cannon balls. No tax stamps needed, and low enough pressures that there wouldn't be much risk of a catastrophic (as in, it blows up and you die) failure of the barrel or breech.

Just one thing though, also get lots of spare parts, I mean Engine / transmission components, track, sprocket rings... etc
I know from working with my old Bulldozer that these things are rugged and can be reliable, but from time to time love to break down on you when you least expect it.
Only If it happens in field your basically fucked and need to know how to fix shit on the spot as you don't have an M88 or an ARV to pull your ass back to the shop / repair station. Also you need a good shop with heavy lift capabilities as the parts such as the engine deck and other internals are fuck ton heavy,

The reason why American tanks are expensive in America is because of the fact that American tanks are almost only loaned to foreign nations and almost never surplused. It's got nothing to do with law, it's just policy.
Since policy is that they still belong to the Army, the American armor in Europe is legally considered unrecovered property.
It's one thing for there to be unrecovered property overseas, but stateside, they like to collect it. So the Shermans you see in the US market are from a pretty limited pool of inventory, either ones that were (very rarely) actually surplused, or ones reimported from countries that actually bought their Sherms from us instead of receiving them as aid, whilst a bong can buy basically any Sherm that got left there and not blow up as a target or scrapped.
The price difference between a Russian tank in Europe and in American is pretty much just what it costs to demil the gun (if this hasn't already been done) and ship it. theoretically the demilling should have been done to ITAR specs before it got removed from it's country of origin, but the dearth of intra-eurozone customs means that many people just check that line instead of actually paying to have it done.
Gun barrels are repairable if you are willing to deal with a patch and have access to a heat treat facility that can fit a 300 inch long part, but the breach ring should be replicated, not repaired, as should the breach block if it was adulterated. The rest of a Form 1 cannon remil is basically gunsmithing except the parts are big.
