Different targets requires different means. You can kill drone with system developed to intercept ballistic missiles, but this is stupid. To kill drone people use on system, to kill airplane - another.

Aegis. A US cruiser or destroyer equipped with vertical launch SAMs with that radar system can use it to incredible effect against mass targets. If a plane tries to buzz the ship, the radar packs enough punch to fry it's electronics, out to a couple miles.

Yup, that's Kashtan. Those are two Gsh-6-30 guns (think the A-10s GAU-8 with half again the rate of fire per gun) and 8 short-range missiles.
When money is no issue - the best AA available right now is the SM-3 block Ib.
When compared to 40N6 missile from S-400, the SM-3 is better in every quantifiable way. Plus that sweet dual active radar/IR seeker...
It's worth mentioning that it is in active duty, when from S-400 complex only radar and command vehicles are ready. It still uses missiles from S-300 MPU.
When price/performance ratio is important then nothing beats Tor M2. Good CRAAM, anti fixed and rotary-wing defence in a sweet, condensated and mobile package.

But the CIWS will just shoot it down. You literally cannot hit something that is protected by a CIWS unless it is with small caliber projectiles.
Goalkeeper CIWS weapon systems are employed at static installations such as military bases, shooting iraqi mortars out of the sky.
