They aren't protected, once you get on base you hop a fence and you're in. I think the hatches are padlocked like all military vehicles so that's easy. No key needed, just pick one that has enough fuel. Now ammo on the other hand, that's hard to get.

Yes they are protected. All ammo is centralized in the AHA (Ammunition Holding Area), ammo is not disseminated to the companies, battallions, brigades or even the division. If ammo ever is drawn for training ranges or other events its very METICULOUSLY counted and monitored, to the point all the dunnage (brass, aftcaps, any piece of salvagable ammo) is counted as well. I don't think you grasp how hard it is to get ammo in any kind of actual scale in the military. Particularly 60 lb 120mm shells. 42 of them.

Which requires you to power on the tank to get that reading, and given you conveniently didn't hijack a tank on a motorpool monday, its probably NOT full. Most of the time the fuel is only left around halfway.
