Building simple firearms is pretty easy, and just about anyone can learn how to do it. You can build a "Luty" SMG if you have some basic tools and are capable of following simple instructions. There are some components which require more specialized tools and real skill (such as rifled barrels), and you need to acquire a good supply of ammunition for your gun.
Anyone who is smarter than average moron can build a "four-winds shotgun".
However, airsoft toys are almost useless in firearm building.

What country bans firearms completely? Where I live firearms are heavily regulated. The more they don't want you to have a gun, the more reason you should get one. This was always my philosophy. No, at least Luty's design has been proven to be safe to use (as evident by them being built all over) while the fuckface who designed those doesn't even understand that blowback guns require a bolt above a certain mass to keep them from exploding.
You can buy an AK for about £70 from just about any drug dealer in any major city. Ammo is a different matter, but still fairly doable.

If you can get your hands on .303 brass you could use some homemade dies to turn it into essentially .410. After that the hard part is getting enough fireworks/matchheads/black powder for propellent as well as snap caps/strike anywhere matchheads/cap gun caps (not sure how legal all these things are, my country is pretty lax about pyrotechnical and/or potentially explosive ingredients in consumer products. Load with ball bearings and then build a one or two barrel design to fire it. One easy way to do a double barrel is an O/U with two triggers and manually cocked hammers. It makes barrel regulation less necessary and uses a simple mechanism. Barrel lockup is a complicated a bit though.
Also maybe you'd want to make purchases which, together, can easily be seen as for making guns separate and in cash
