Basically I agree with OPs statement that it's a slow news day. There are several hot areas like Harbinafsah on the Hama side of the northern Homs pocket where the SAA is trying to progress into the pocket from the Hama side inside of the southern end.
The SAA has taken over Deir Al-Fardis which is close to Harbinafsah.
-Sheikh Maskin , Daara- competing claims. I think the SAA gained a couple of city blocks there. Not the "70% of the city". I would estimate 50% at most.
-Eastern Ghouta- not much , some clashes by the central prison again
-western Ghouta-heavy fighting bombing , unclear results
-Salma, Latakia with little from the government side, rebels claim they ambushed and killed some SAA in the surroundings. As I was typing 3 different pro rebel sources have claimed there was a large death toll in this ambush.(I will be following up on this)
-SAA continues to move closer to Al Bab today
Lastly is the results from Khan Touman yesterday as a Iragi Shia militia on the front took heavy loses in a Jaf advance in the area. Pic included. The Iranians are using them as cannon bait again.

Personally, I don't think that Al Safira is at risk of attack. ISIS tried to make a huge offensive against Al Safira, that was when the SAA was still in their way to relieve the Kweires airbase.
The SAA garrison in Safira was very big at the time, and the ISIS attack to the city was kicked back in less than two days.
Those ISIS positions near Safira, are very quiet, and are probably hold by small contingents.

Why? It'll may affect government controlled riverside centers down the Tigris, but Mosul and the immediate area IS holds control of will bear the biggest brunt of the deluge. It makes just about much sense as IS in Syria intentionally rupturing Tishrin Dam or Taqba Dam.
