They did that multiple times in the book and movie. The only problem is that its not a foolproof solution since most of the Bugs' underground colonies are intact. In the book Rico mentions that they're starting to field MOPs.

Two different reasons. In the book its because the Mobile Infantry wear powered armor that allows them to fly around and lob tactical nukes all over the place. They couldn't afford showing that in the movie, plus Paul Verhoeven thought it would be funnier if the humans' tactics were similar to the Bugs.

Verhoven is a bitch asshole. He got a bad opinion of the book just by what others said, read a few pages and put it down.
Also Heinlien was a true rennaisance writer of scifi. He never wrote sequels or did the same kind of book twice and explored wild new odeas of future societies, he got denounced as a fascist military wanker for Starship Troopers but was then called a hippie communist for stranger in a strange land and the moon is harsh mistress.
