How do you know the owner of that is from the US? In a few European countries, SVDs are available and don't cost an arm and a leg. I'm seen one that was decked out in pink furniture before; everybody was freaking out until it was revealed the owner lived in Switzerland.

The rifle is clearly an SVD
There are around ~4 thousand SVD variants in the U.S. (Russian and Chinese)
only ~124 are military imports (100 post Soviet, ~24 soviet era)
The SVD in question is a military variant as it has a full length barrel.
HOWEVER, the rifle in question is also not located in the United States.
The rifle in the OP is a custom build rifle using a new rifle chassis made by a guy who lives over in the Czech Republic. He posts around on different English gun forums all the time.

The rifle in the picture is most likely an old military surplus SVD that was sold to a civilian market.
It's is crearly an SVD no matter what.

It happened with factory ammo.

Military surplus carrier. The trigger groups were original with the safety sears as far as I know.
Still a mystery how it happened. I'm contacting the gunsmith who handled the case next week.
They issued a voluntary recall for all military surplus SVDs. Didn't send mine in.

It is a peculiar thing considering there are only like a few dozen military SVDs in the country and maybe a thousand or so TIGRs, if that.
Btw. I'm doing some harsh cold testing with my SVD now that it's finally kinda cold here (-25F). Gonna start easy and keep putting snow and water into the action 'till it starts jamming.
Thinkng of doing the same thing with mud in the summer, kinda sorta replicating the InRangeTV tests.

Not all modern customization is american where dragunovs are rare due to legality.
OP's image's rifle's mods were done by czechs, and they probably valued that rifle far less than 5k.
