I'm a disarmed dude from Germany who is governed by gun-grabbing communist bastards, so I can't get a gun without spending literally thousands of euros BEFORE even acquiring one. Stlil, I want to arm myself for reasons of personal safety, especially after the latest incidents.
So, I have a few questions.
- I can't get a knife with a blade that is longer than 12cm (4,7"). I also can't get a switchblade which can be opened/fixed with one hand (seriously). I own a few good knives, but I can't walk around with any of them without breaking the law. ALSO, I don't have a lot of money. So what kind of knife would you recommend?
- Pepper spray. Any good at all?

As a weapon, I wouldn't. Unless you can carry something around that's at least 30cm/1 foot, you just won't have the reach you need. With a short blade it becomes a game of who can cause the most fatal wound before the other guy guts you.
Instead, start thinking creatively. Get a cane, make sure it's strong and use it. There's a company that makes the "Unbreakable Umbrella", which is a tough weapon in of itself. Learn a bit of singlestick and you'll have a good tool to keep attackers at a distance.
What you want is something with good reach, and also something that doesn't specifically look like a weapon. I don't think the average German cop will be that cool with you walking around with a machete or a crowbar, for example.

Another thing to think about is a flashlight with a strobe feature. At night, you could use it to temporarily blind a threat so you can get away.

A telescopic baton is a good idea for everyday carry, otherwise, buy one from those UMAREX gas-signal pistols, they are easily affordable in Germany and read a couple of books on how gunsmithing works and how to turn it into a proper .22lr pistol . The laws states that you can only use 2 round mags in semi-autos while hunting, nothing about on the range or elsewhere. So, legally, you could go to a sports shooting range and use a 5,10 or capped to ten 20 round mag (most people use uncapped 20 or 30 round mags, but that is technically not allowed, but when the ROs don't care...). The problem is, that the most used opinion/interpretation of the law is by a DA that sees this very strict and writes that only 2 round mags are allowed for hunters at any time.
That dude is very nice and was one of the teachers at my hunting school, I had a discussion about this topic with him, he told me that he always taught the most strict interpretation of the law to keep us young hunters out of trouble. If I want to own bigger mags I can certainly do that (as they aren't banned [yet]), but I should at least not put them beside the guns in the safe when the police comes to check if I store them correctly.

In some states there are regular checks that come with a fee, in others there aren't that many county/city clerks or cops, so they either don't check at all or only people who inherited guns, since that's where most storage "violations" occur.
