It was valid back before high-res targeting systems and extreme precision munitions. The gun isn't effective against tanks, and strafing has never been particularly effective against troops. Helos do better gun CAS. F-35s can carry more and more varied smart munitions and get them overhead way faster.

Ground commanders call for CAS. They don't get to choose what aircraft they get. More than likely they got a B-1. And no, most ground commanders haven't a clue about air operations. That is why Air Force have air liasons to help them. That is also why they have infantry NCO's fly around on JSTAR's. Perhaps at the O-6 level where they may get the opportunity to attend Air War College, but then again, it's like asking Tom Cruise his opinion on the F-18 because he rode on the F-14 to film top gun.
