As for shipping, it just depends on the seller. Almost all online vendors will have a shipping cost, but on ebay it just depends on the individual vendor. With no liner, the standard parka is not very good imo. It does a decent job at breaking the wind, but it doesn't keep warm at all. With a fleece sweater underneath it's ok, but it's still inferior to a poly jacket. It's best use is Autumn/Spring (~5-10 degrees Celsius and above).
