10/22s have barely any noticeable differences. People will tell you to go for Rugers, and they're fine, but honestly just buy whatever you think looks good or fun and isn't out of your price range.

10/22 imo is the best bet for a magazine-fed .22 these days. Keep in mind magazine prices. Yes, the Marlin and Mossberg options might come at a cheaper initial price, but a 7-10 round magazine usually runs you 15-25.
PSA had butler creek hi caps for the 10/22 on BF for $6.99 (IIRC) and BX-25's usually sell for $20-30 depending on where you go. Sometimes I find used 10 rounders for as low as $5-10 apiece.
You will be hard pressed to find a used standard or low capacity marlin or mossberg magazine for under $15.
So just keep that in mind, that while the 10/22 might not be the best initial purchase at it's ~$225-250 price tag, it offers you the best long-term bang for your buck.

Ruger 10/22 fun semiautomatic rifle
$209 for the carbine version, which has a simple synthetic buttstock and a non bull barrel and very simple irons. It's what I have
Bolt guns, there's the savage mk2 and the cz452/455. Cz is pricey but much nicer, both are tack drivers
Handgun's, there's the ruger mkIII and the browning buckmark. I like the buckmark more, the camper model's cheap but has great irons and a bull barrel.
Buy .22 in bulk online. If you can pay 10 cents a round after shipping, you aren't doing to bad. It's also very available online, so don't listen to age old memes about it being scarce

Ar15s are fun. Even with the panic buying, still cheap to build, and the plinking ammo is 23-33 cents a round, for steel or brass depending. High quality ammunition like 77 grain OTMs are 60 to 80 cents a round.

Marlin 795 has last shot hold open. Its sweet as fuck to put a new mag in and press the lever down to drive the new round in.
People say 10/22 is the easiest to modify but it doesnt have LSHO, who the fuck cares, its basically a fudd 22 that weighs 3 pounds more than the marlin for twice the price.

For scopes, primary arms is another good look. I think they have a 1-6 power It depends if you want variable or not. If you're like me you keep that shit on max power all the time, you probably might want to looked a fixed power stuff. Weaver and leupold have pretty cheap fixed scopes.
