That specific gun is legal to buy, yes. OP didn't ask where to buy a lemat revolver. He asked "why aren't all guns like this?"

No they don't. a revolver that loads shotgun rounds isn't the same as a revolver that loads normal rounds with a smooth bore shotgun barrel in place of the center pin. There's no modern version of the LeMat unfortunately. You could make something like the lemat carbine with a long enough barrel, or add rifling to the shotgun barrel if you wanted to make one today.

the nagant revolver action was overly complicated and probably wouldn't work with a center shotgun barrel. Just use a normal revolver action and add some guards like they did on the rossi circuit judge.

Accurate? Nien. Practical? Well, who knows? Maybe good for murdering snakes and pests and shit. If you treat guns as a tool it might be useful to have multifunction. Not everybody is a tacticool operator, some people just work outside.

The revolver part works the same as any other revolver.
To switch to the shotgun barrel, you flipped the hammer down before pulling the trigger.

thanks for the input, i think you are right, the guards would probably work better, but the shotgun is a non-issue as the shotty barrel would be part of the cylinder, also do you(or anyone else) know what the lever is for on that circuit?

Because without the rifling a shotgun of that size would be consider a Short Barrel Shotgun (SBS) by the ATF. Putting rifling in the barrel allows it to be considered a handgun even if it fires shotshells.
