to put it other way, radar works kinda like the echolocation of a bat. you let out a pulse and you listen for the echo that is reflected from whatever you're trying to range. a crude jammer would work by just drowning out your echos underneath whatever's playing, like a ghettoblaster, while more advanced jammers can send out the kind of echos you are expecting but with wildly varying contents, again making you unable to determine the range.
But it's still a huge fucking loudspeaker in the middle of silence where you'd be expecting echos.

And if your "Stealth C-130" could somehow get commandos onto a leading plane, then why would you even need commandos in the first place?
