And also because no government is going to spend that much money on it's soldiers. You forget that armor and weaponry were paid for out of pocket by landed gentry, or else looted and pawned by mercenaries in the Renaissance times.
The role of infantry is to be inexpensive and establish dominant ground presence, not tank hits in straight firefights
