Well that's what step 2 or 3 is for.
Alternatively you could just set up a meet yourself and you decide the event details along with at least a couple confirmed who are going, then have anyone else interested in the area attend too.
Almost every one of the dozens upon dozens of different state meetups follow this format. So yeah I agree with your steps wholeheadly, I guess my point was to take even more initiative and make it more accessible to lurkers or those who might change their mind later.

Try Skunk River Arms in Hayesville. It'll be a hell of a drive for you but the dude who runs it collects milsurp so he's getting new stuff in regularly. Otherwise I'd say in general to start heading out to the gun stores in the smaller towns. They tend to appeal to fudds more and surplus definitely appeals to fudds.
