Depends on the draw weight.
In the SCA we use 30lb bows with rubber blunts (like the kind people hunt rabbits with, they look like rubber door stoppers).
They hurt about as much as paintballs.
If it was just the shaft shot from a full-weight bow, it would kill you.

A 60# bow is enough to put in arrow straight through a reasonably large animal - i.e. goes in, then out the other side and then keeps going. It's the most common draw weight used for hunting deer-sized game.
Another point worth making is that it is manifestly unsafe to shoot an arrow out of a compound bow without a point on it. Manufacturers recommend arrows weighing minimum 5 grains per pound of draw weight. If you remove the 100 or 125 grains of weight in the point, it's entirely likely the arrow weight will now be below that threshold. Shooting an arrow that is too light can be pretty much just like a dry-fire, that is to say the bow explodes in your hands/next to your face.
You are correct in saying that bows (like guns) are not toys. This is precisely why you shouldn't shoot a member of your family with one.
I really hope you wouldn't buy someone a pistol and blast them in the leg with rat shot to demonstrate that it's not a toy.
