In a conventional war not really, if your homelands are being invaded and you already lack anyone else to send to fight you're fucked, and can at best hope to delay the inevitable. If caught by a surprise invasion (wtf are your intelligence services doing to not notice the buildup) then they could be useful in slowing down an advance while your own military pulls its head out of its arse, assuming your country has high enough private firearms ownership to start with.
As part of an insurgency then hell yes, anyone that can carry a rifle and put rounds at least in the vicinity of the target is useful. Doubly so if your opponent gives a shit about international opinion, dead kids make good headlines and so long as you can make sure the images that get out don't show the rifles they dropped 2 minutes earlier you get a nice propaganda bonus too.
