What if I fill the balloon with powdered sugar? The heat from the bullet will flash melt the sugar, thus reducing the sound to within its sugary bubble. Since the bullet is faster than the melting point of the sugar, it escapes before the sugar solidifies, but not before the sound wave does. Bonus is you can then eat the sugar for energy afterwards.

not enough gas volume escapes at the gas port to make it a significant concern. gas, like many fluids, will follow the path of least resistance and as the bullet leaves the barrel, the less (marginally) pressure at the muzzle will induce gas to move that way, following the bullet, rather than further driving against the piston and the gas already present at the gas port (which is small and high pressure).
