Isn't it pretty much accepted that maces are better than flails in every single way? I loved flails as a kid, still do. They look so menacing, but they just seem to function so awkward for combat.

Flails are better for attacking shielded or blocking enemies. If someone threw up a shield or put there weapon up, the weapon could still throw itself around the other side and fuck someone's shit up.
Maces were better in general but it really depended what you were doing.

flails are situational weapons, maces are more practical and reliable
maces are also one of the easiest weapons to use
though 2h flails aren't as gimped as 1h flails since you can still defend with them, you can't really do anything else with a 1h flail since it's pretty awkward to use
