They payed shit loads to get development help and permission to design a F-16 based trainer/CAS, mostly to get the tech transfer/now how about aircraft frame/Avionics design and development rather than actually being a project of it's own.
Although, project can give a lot of press and influence for KAI (Korean Aerospace Industries) as trainer jets are generally produced by smaller nations and T-50 is probably the most advanced trainer there is and a lot of countries are considering it as a trainer and also a lot of poor countries (reportedly) considering it for military purposes.
