efficiency. don't need no extra shit on a 22LR unless you're going for a certain look. pretty much all 22LR target pistols look like that to some degree. buckmark, mark iii, hi standard, colt target, etc

You need that grip angle for feeding and that is what makes it look like a luger. As well as the lack of a large slide that you don't need for such a small round.

Really, though, the grip angle is for comfort/aesthetics, and the tubularity is just the lack of a Browning-style slide, because a .22 doesn't need so much mass in the bolt to avoid beating itself to death.

Ease of manufacture, simplicity of maintenance, grip angle allows the weapon to point well. Plus I'm pretty sure Ruger has some kind of patent on that bolt they use in their target pistols, since I've never seen another pistol that encloses the bolt like that.
