why do some Russian forces deploy shields like these? Why not have a larger one that covers more of the point-man's body? Are Russians the only ones who use this short of a shield?

It actually does.
The fire is automatically drawn to where you look and a red dot will draw attention.
They actually did a test on soldiers (don't remember what country) and found out soldiers going up against a person with a gun would miss more then against a person with a rifle. The reason for this is that they can train vs each other all the time (blanks) and when they train every one has rifles and therefore its nothing they pay much attention to and then every one shoots center mass.
But guns where not that common so people automatically focused on it since it was new.
You can also ask the people that drove things like pic related in A-stan where most of the bullet markings where.
TL;DR
Its not magic that makes you bullet proof but it most certainly helps.

If you train every week against a ''enemy'' that has rifle you will get used to it and you will automatically shoot center mass every time just like you have trained.
But if the enemy has something that you are not used to like a pistol or a neon dragon dildo your eyes will automatically be drawn to this new and unfamiliar object.
This is not a new concept and i am pretty fucking disappointing that no one else is backing me up on this.
